In the content of the discipline, the Soviet modernization processes in the south of Kazakhstan are considered in the context of the repressive policy of the 20th-the 50s of the XX century.  The established traditional conclusions regarding the political, social and economic reforms carried out by the Soviet authorities are analyzed and evaluated by the methods of modernization theory. At the same time, the correlation of modernization processes in the elimination or modernization of the potential of traditional public institutions is systematized through the consequences of political repression
